1) Answer is B. The change control system is created in the planning process

2) Answer is A Independent Estimate is created by SME or by own team to evaulate the bids recieved from Vendor/Seller

 3) Answer is D bidder confernce is used for making sure that all prospective sellers will have a common understand of the procurement and no seller recieves any preferential treatment

even i thought planning. i was wrong.

Please clear my doubt regarding the Contract Amendment. I have got it in a sample questions, but I don't remember the answer options.

In the absence of answer choices, it is not easy to answer this question, but one scenario that fits to this situation is: " Cost Reimbursable Contract that provides the PM flexibility to redirect a seller whenever the scope of work can not be precisely defined at the start and needs to be altered, or when high risks may exist in the effort" (PMBOK 4- Page 323 2nd para under Cost Reimbursable Contracts).
