Need help : Integrated change control.

I am really confused with integrated change control process. In sample questions, I usually pick wrong answers. Some places I find, PM needs to do impact assessment first, some place he logs it in change control and some places there is no need for change request.
For example in question below it says need to talk to Sponsor.

So why we go to scope control some places and go to Integrated change control afterwards. Why some place we just jump on directly change control process. Some answers I have seen we do impact analysis first.

I am not sure which Screening test you are doing but below is the sequence ..from Rajesh Nair's note
Perform Inetegrated Change Control
a. evaluate the impact - considering all the project constraints
b. create options - are created based on crashing, fast tracking, reestimating..etc
c. get change request approved internally
d. get customer buy-in (if required)

Thank you very much for your quick response. I would really appreciate if you/someone can explain me with examples. These questions are from PMPerfect exams.
I know the sequence below:

but I have few questions:
Impact evaluation can also be performed after logging change request in Integrated Change Control Board (ICCB). For example: If vendor want a change today and ICCB meeting is after 10 days, I guess its better idea to log CR to ICCB and do the Impact analysis.
Some questions, I have seen when changes coming from within project team expert member (example: In a gas station while installing fuelling pumps, senior engineer suggested to install a safety device which stops gas vending if there is any spillage), PM directly puts this in ICCB.
Another question: When we involve sponsor in this ?
Please explain.

Hi
While the sequence maybe what is given , the correct answer will usually depend on what is the best choice.
I dont agree that informing the sponsor first is the correct thing to do as mentioned in one of the answers and justification.
However if your project is near closing and if you know that any change may impact project commitments then instead of evaluating the impact you may directly get help of sponsor to not take any further changes
