Close Phase/Project vs Close Procurements

I'm not new to project management and I think my real-world experience may be interfereing with understanding the differences between Closing Phase/Project and Closing Procurements.  I thought I understood it until I started going through the Mulcahy sample questions:  

One of the questions asks which of these processes are ALWAYS occurs during Project Closing.  One of the anwers is Close Procurements.  I disregard this as a valid answer because procurements can be closed as a contract concludes.  However, the answer explains that Close Procurements does, in fact, ALWAYS occur during Project Closing.  Ok, fine...whatever.  

Another question asks which of these things are NOT part of the Close P/P process.  One of the answers is Closure Procurements, which I disregard becuase the above question states that Close Procurements is ALWAYS part of Closure.  But the answer explains that Procurement closure occurs as contracts are completed and is therefore not part of Close P/P.  Ok...well, what the heck!

A third question asks the difference between Close P/P and Close Procurements.  The only answer that seems legit is "Close Procurements occurs before Close P/P".  Well, at this point I'm pretty frustrated so I peek at the answer, which is:  "Close Procurements is done once for each procurement, at the end of each contract.  All procurements are closed before the project is closed."   So, now this one pretty much rides the fence.   

I'm assuming this is all a PMI-ism, but there seems to be contunity problem.  In one question the two things are mutually exclusive, in another question they are always linked,  and the third question plays both sides.  So basically, I have no idea what answer they are looking for from one question to the next.  

Am I missing something in how the question is written?  Is this a common problem on the PMP exam?  What have you done to figure out what they are wanting?  Any guidance would be helpful.

Understand your confusion and your comments are valid , PMP is for all industries and generic, so the answers sometimes have to be aligned and may not be the best answer.  Practically each industry may work differently, so they have to generalize and some points have to be remembered even if they dont make much sense
