Business need vs Customer requests?

My question: A call center company wants to increase the phone lines for its customer support due to long waiting time of customers. So is this a business need or customer request

Thanks for replying. Yes the answer is buisness need but my query is can't it be customer request because customers gave in their feedback that they have to wait long hours to get through to an executive.

customer request here means the customer who gonna pay for the complete project have asked for this project.

like you want to get a new website development project, and you paid for it, this is a project initiated because of a customer request.
