Is a charter after a project begins ?

Q:  A project  manager take sover a project that has finsihed the plannning. hes notices that there is NO signed project cahrter (but there are plans....) , does the PM have to insiist on getting a sigened and approve charter at this point ?

Hi..

If the question says that "A project  manager takes over a project that has finsihed the plannning but No charter" on what basis he has done the planning,Does he know the exact business case why the project has started..what are the constraints and assupmtions of the project?

Is he authorised to use the company resources or what is the acceptance criteria of the project..what are the measurable objectives..If he has done the planning against what he is going to take Gain the final approval to go ahead with planning and from whom as the project tarter defines the approval authorities as well.

So i believe the PM should insist on getting a signed and approve project chater.

Please correct if I am wrong.

Igellas,

If the project is in progress and the PM has the detailed approved project management plan, you dont need the Project Charter...The project can be very well executed and managed with PM Plan..

the pm's doesn't need to insist on a charter. 

I found that strange, beacuse while executing the project, PM' needs the autoriztion of reouses the chrter gives him....

If this is the case then,Is it that project charter is not mandatory to start the project and use the company resources?

As per PMBoK project charter is mandatory.
