 I too have answered as A. But C is given as the right answer with the explanation, 

"Integrated Change Control, Schedule Control, and Cost Control are all concerned with three issues: influencing the things that cause change, determining that change is needed or has happened, and managing the change."

Can someone explain the reference to authenticate this?
