Question on stakeholder analysis

When do you perform stakeholder analysis ?
A when defining the project scope
B When developing the project charter
C When creating the project management plan
D When putting changes through change control
what do you think and why

here is what I think
It cannot be one as we are defining the project scope - product and the amount of work ....so here we dont necessarily perform stk analysis.
in B- we identify the stakeholders while develping the prj charter and when creating the Project mgmt plan we do the analysis,....
it cannot be d as we are doing chnage control and all important stk will be involved ...and at that time we will not spend time to analyse the stks
what is the ans>?

Initiating Phase
I would answer it as During Project Charter Preperation. this is because Stakeholder Analysis is part of the Initiating phase just like Project Charter preperation.
I was tempted towards answer C but PM plan is a planning activity. I would be involved in planning how to engage Stakeholders during that phase. The initial analysis would already have done during Project Charter development.

I dont agree with this ---as in the initial stage you dont put much efforts in analysing....you just mark the top stkhs.....your main target would be to get the prj charter signd off and then start with planning --detailed planing is done here ....detailed planning is done in planning stage and not in intiating stage....
also as mentioned in Rita you will not do anything in detaile like cost / scope risk/ etc in detail.....in intiating why spend so much time while you are working only to get the charter signed.
you will do all of planning only after you are authorised to ie- afer the developemnt of prj charter.

I agree with @pmpstudent121 viewpoints. In initiating stage, the steps are
a. Define and get project charter signed off
b. Identify your stakeholder - here you do stakeholder analysis and come up with stakeholder register.
This stakeholder register is then used in the consecutive stages of the project.
I think Dipti is little confused here. As Rita has mentioned, we do not dig deeper about cost/risk/quality etc in initiating phase as high level info is already present in the charter. Using this info we proceed further and do a through analysis of these factors in planning stage. The analysis of risk, cost, quality is different from Stakeholder analysis.
Before you proceed with planning phase, you need to identify who your stakeholders are and only then you can start your planning phase.
So the correct answer is option B.

Also in Rita's process chart, "identify stakeholders and determine their requirements, influence and impact" is under initiating phase and not under planning.

Bad PMP Questions from Unknown Sources
Philzs,
As a PMP I spent 15 minutes working on this problem, but you may not like my method :)
Whenever someone posts a question, I think they should post the "source" of the question and promise to post the theoretical answer after a few days.
I believe the best answer is B. Not because B is a strong answer but because it's the least bad answer.
If you search PMBOK 5 you will see quite clearly that "stakeholder analysis" is a tool/technique of Identify Stakeholders. (For those of you who like Rita's book, the authors never print the 47 processes and they never print ITTO clearly for each process.)
Stakeholder analysis is NOT part of A, C, or D (define scope, develop project management plan, and change control). Stakeholder analysis is NOT part of develop project charter but it at least it's part of the Initiating Process Group. And from a practical standpoint, whoever is writing the project charter had better analyze his/her stakeholders before trying to proceed with impossible projects with stakeholder resistance.
Like I said, "B" is the best of 4 bad answers in my opinion.
This all gets back to the importance of worrying about PMP practice questions only from reputable sources, like PMZilla :)

shouldn’t really be a surprise. After all, the goal of stakeholder analysis is to write down the needs
of your stakeholders. And when is it most important to figure out what your stakeholders need?
