3 years is in budding stage. What degree do you have ?
After 6 years or so you can play role of team lead and after that slowly graduate into becoming PM. Talk to your management about your long term aspirations.
If you want to grow and play higher roles, you may need to stick to one company for longer duration and not worry too much about the ups and downs. Even if you get lower rating one year, you can cover up next year.
