I believe, A. High Level Scope of the project which comes under Develop Project Charter.
Since he is in initiating process, Project schedule cant be the answer and other 2 are inputs to the initiation process.

First of all, be careful of how you feel it is done in the real world in answering PMP questions :)

As mentioned by others, Project SOW is and input to this process and therefore could not be the answer.
