WBS not created.

Dears,

In one of PMP books, I got a question says:

You have just been put in charge of a project that is already executing. While reviewing the project
documentation, you discover that there is no WBS. You check the Scope Management plan and discover that
there should be one for this project. What is the BEST thing for you to do:
A. Immediately alert the sponsor and make sure the project work doesn’t stop.
B. Stop project work and create the WBS, and don’t let work continue until it’s created.
C. Make sure you closely manage communications to ensure the team doesn’t miss any undocumented work.
D. Mark it down in the lessons learned so it doesn’t happen on future projects.

and the book said that the correct answer is "B" along with below explanation:

"This question is a little tricky. The most important thing about a WBS is that if your Scope Management plan says
it should be there, then your project absolutely cannot be done without it. And a general rule is that if you ever find
that there is no WBS, you should always check the Scope Management plan to find out why."

But I think it is not a good idea to stop the project until we create WBS, what do you think ?!

Practically also you may want to stop the work. If WBS is not created it means there will be gaps in Scope management which will have compounded effect to other phases of the project. Unless you fix that there is no point in proceeding.

However in real life you may not stop all the work. Work which is not dependent on WBS may still continue and if you are sure that certain task will be needed it can continue.

What you should consider here is A is not correct, you will never goto sponsor for operational issues without having discussed or analyzed it first., D is not the best thing at the moment. C is misleading option, So by theory of elimination B becomes right answer.

IF I get the same question in the exam I know how to answer now, but similar dis-logical approaches, I need further reading and training to figure them out.
