Quality control or Quality planning

A project manager and his team is using Ishikawa diagram, trying to determine how various factors might have contributed to project problems. The project manager is involved in which part of the quality management process?
a) Plan quality
b) Utilize quality tools
c) Perform quality assurance
d) Perform quality control
Can some one help me with this question pls.

I'm confused because
Hey.. thanks for your response.
I'm confused because the solution giude says "the team is addressing potential problems so they must be in quality planning."
But the words "might have contributed" clearly states that the team is looking at the past right?

One more question
A Project Manager and his team are using an Ishikawa diagram, tryping to determine how various factor might be linked to potential problems. The Project Manager is involved in which part of the Quality Management Process?
A. Quality Planning
B. Quality Tools
C. Perform Quality Assurance
D. Perform Quality Control
A. Quality Planning is the answer - I got it wrong; I thought it was Quality Control. Wword such as "potential" has changed the answer.
