Staff levels during initiation

In one of the mock tests I came across a question on impact of various parameters and I read that during initiating, staff levels are low as team might not be assembled. However, in Rita's notes staffing levels are considered to be high during initiation. 

Please advise what is the correct approach to this.. are staffing levels high or low during initiation?

Staffing levels are always low during intitation. you might have only the PM and BA's during initial project start. AS the project progresses, you would need developers , testers and other team members. So the levels would increase.Thereafter towards the closer the team will start ramping down and the staffing levels will start gradully declining.
