Payment for the seller , where its finalized ? in Administer Procurement or Close Procurement ?

 The question is asking about finalization of payment, this should be done in close procurement and payments can be done in administer procurements but if anything is pending or if there is a claim which is closed in close procurement and the claim requires payments or some other reason for payments then it needs to be done in close procurement
