first phase deliverables accepted

Dave works in a projectized organization.He is managing a testing project for a pharmaceutical organization. The project is divided into 5 phases. The first phase "studyng existing process" is over. The key stakeholders have expressed their satisfaction and the sponsor has accepted the deliverables. The next phase is to start today. Detailed requirements are not yet clear. What out of the foolowing should Dave start working on?

B)High level requirements

As per the options given,
As per the options given, logically high level requirements looks to be the right answer.
Where as Summary milestones is given as the answer
As per PMBOK page 20, "beginning of a phase is time to revalidate earlier assumptions, review risks and define in more detail the processes necessary to complete the phase deliverables". Should this be construed to conclude that High level requirements is the right option?

Correct me If I am wrong but
Correct me If I am wrong but Higher level requirements are defined during project charter and based on that project is divided into phases. However, each phases go through iteration higher level requirement should not change (since those are project requirement).
On other hand To collect detail requirement you would first create requirements management plan.
I would appreciate if someone can explain more...

B) High Level requirements
High level requirements as each phase goes through project management cycle of I,P,E, M&C, C, so it should be high level requirements pertaining to Initiating?
