Release Criteria

A Project Manager is challenged because she spends too much time on the staffing management plan defining how the resources will be released. To explain why release criteria are important, he/she gives the following arguments, which one is not appropriate
a) It reduces cost
b) It helps us to know who is doing what
c) It increases team morale
d) It enables the next projet team to acquire the resource
Please suggest what could be the right answer
The answer says b, which i am perplexed.

I think b only

Release criteria are important because,
a) It reduces cost - true
b) It helps us to know who is doing what - Irrelevant here, and RAM/RACI may be used for this..
c) It increases team morale - true
d) It enables the next project team to acquire the resource - appropriate as transition is enabled to upcoming projects in advance

It is not the duty of project
It is not the duty of project manager to think of utlization of resource for the next project for which either program manager or PMO is looking after and i feel that is the irrelevant part of the Project Manager.
Even this Project Manager does not know where he will be
