In the beginning of planning you have to direct people (give instructions), because they don't know exactly what to do yet. As the project is progressing and things are getting clear, you do more a coaching (teaching, help people improve their skills) and supporting (provide what their NEED, and watch out here, is not what they WANT).
You may adopt "delegating" anytime but with EXTREMELY caution. You shouldn't delegate what is YOUR responsibility. Most people confuse "include team in planning and managing" with "give them your responsibilities and blame them if anything goes wrong".
