Who approves PM plan?

Who approves PM plan?

1. Customer

2. Project Sponsor

3. Functional manager

4. senior management.

 

My answer is functional manager if You consider as matrix environment? but i have read in the theory Project sponsor approve PM plan.

 In my opinion, the Project Management Plan is approved by the Project Sponsor, Functional Manager and Project Manager.

In Projectized Organization the Functional Manager does not exist.

Hence, in such query where you have the option of choosing between Project Sponsor and Functional Manager, it would be best to select the Project Sponsor.
