Can someone please verify the correct answer for the following question?
Which is the least risky phase of the project?
1. Planning
2. Closing
3. Execution
4. Control
For what I know, risk is 'LOWEST' in initiating, 'LOW' in planning, 'HIGH' in execution & monitor and control,
and 'LOWER' in closing process groups of the project respectively. So I selected
2. Closing as my answer.
But techfaq360 said that is WRONG, as per techfaq360, the correct answer is
1. Planning.

Risk is highest towards the
Risk is highest towards the start of project, since there are many unknowns. So least risky phase would be closing.

I would say Closing is correct. Not sure why they selected Planning as answer.
