This is a reality based problem or question. Often you will find some stakeholders or some team members unhappy or dissatisfied about one or numerous deliverables. The scope defines exactly what is being considered as the deliverables. The scope defining process makes it a concrete proof that if these deliverables are accepted after due scope verification, you need to move to project closure. This is irrespective of what Tom, Dick or Harry did think about it.
That is my humble contribution, what I felt and know about your question. There may be different opinions about it though.

When do you consider a project successful?
It's decided in the Project charter:
Ref PMBOK4 : 4.1.3 Develop Project Charter: outputs
I couldn't find when do you consider a project success.
In my Opinion:
The project is successful when it achieve it's objectives and meets or exceeds the expectations
of the stakeholders.
Check the Stakeholders in any reputable study guide and hopefully it will be mentioned when is the project a success.
Let me seek for an authentic source in the PMBOK guide and any reputable study guide.
