What exactly is DOE

According t oPMBOK it says changing all important factors  ratherthan changing one at a time...then how about this question....its answer is A

Agree with you.:

x , y -->      |-------|               -----> Z

inputs      process           output

Assuming inputs x,y were varied to produce DOE output Z. An analysis of Z should provide clues as to the effect of either x or y rather than individually changing x(or y) and holding the other constant. This practise can lead to a lot of time wastage under multiple input variables. I think this is where the conept of DOE comes into play.

Experts pls comment.
