use of earned value

 what is the primary and beneficial use of earned value  as a means of reporting performance of time and cost?

It is the reporting of : 

1. An accurate cost-schedule status

2. Cost-Schedule trends

3. Alerts about critical path slippage

4. Baseline variances

Earned value gives you an accurate status of cost and schedule the other options are not really benefits of EV

I am not sure why Baseline Variance is not correct. Is it because baseline can be scope baseline, that is, its too generic?

Because EV is a performance measurement technique that measures against baselines (schedule, cost). The Q is asking about "the primary" use of EV - which is to identify variances against baselines.

yes, the primary purpose of EV reports to judge/compare earned values to the project baselines: schedule, cost, and scope.  The reporting indicates if our project is off these baselines (which also then give us insights to: how far off, potential trends, corrective actions, current status, completion status, etc.) or spot on. Again, the primary need is to tell us how we are performing based on the plans.
