 As per PMBoK 4th edition

Projects are authorized by someone external to the project such as a sponsor, PMO or portfolio steering committee. The project initiator or sponsor should be at a level that is appropriate to funding the project. They will either create the project charter or delegate that duty to the project manager. The initiator’s signature on the charter authorizes the project.

PM / Sr Management are co-signers, sponsor signature authorizes the project. Keep the concepts clear, dont worry about the right answers, especially if they are not from reputed sources

I had equal dilemma with same question as PMPBOY.

Another question where I think the answer is wrong is also:

Which of the following is not an input to the Conduct Procurements process?

  1. Source selection criteria

  2. Make-or-buy decisions

  3. Organizational process assets

  4. WBS

I picked b, but according to preparepm.com it should be d (argumentation: WBS is not an input to the Conduct Procurements process). My argumentation for b is, that make-or-buy analysis can't be input for conduct procurements, because when you are in Conduct procurements, you already decided whether to make or to buy (this is an input in Plan procurements). Am I right?

I am afraid you are not right.

Please refer to page: 329 of PMBOK 4th Edition, and you will see that preparepm.com is RIGHT that WBS is NOT an input to the Conduct Procurement Process.

Huh, I was sloppy...Now, when I really checked, make or buy is input into Conduct procurements.
