There's a hole in my process dear Liza

I'm doing some final targeted study before I sit for the exam this Friday.  It's as if all of the PMI-isms are falling into place.  I only wish they actually made sense.  Help me out here...am I reading this wrong or is there really a problem with the process:

In order to get the output of Requirements Documentation, there is an input of the Stakeholder Management Plan and Stakeholder Register

In order to get the output of Stakeholder Management Plan and Stakeholder Register, there is an input of Procurement Documents

In order to get the output of Procurement Documents, there is an input of Requirements Documentation

In short:

Requirements Documentation > Procurement Documents > Stakeholder Management Plan & Stakeholder Register > Requirements Documentation

Therefore, the question "You just finished the Requirements Documentation, what should you do NEXT?" has no context because it depends on whether the Requirements Documentation were created with the Stakeholder stuff as an input or as an output to the Procurement stuff.   Without more information to put it into context it is an infinite loop.  Or, as my GPS would say:  Recalculating.
