I saw the following question on a website,

Q. What kind of a relationship is implied when completion of task B can never be satisfied until completion of task A? 

The correct answer is FS. Shouldn't this be FF because it is talking about completion of task B which is dependent on complete of task A? Or am I not been able to grasp question's motive since English is not my native language!?
