PMBOK page: 312 - The implementation of a contingency plan or workaround sometimes results in a change request.
Does this mean that implementing a contingency plan will not result in a secondary risk?

It may or may not result in secondary risk alos, if these implentation of contingency plan or workaround impacts project objectives, cost/chedule base lines, then it should be a change request and must undergo change process.
