Scope Baseline is created
Scope Baseline is created during Create WBS in which all the Project team must be involved.

Agreed WBS is created with
Agreed WBS is created with help of Project team.
But scope statement which is part of scope baseline is created with inputs from all stakeholders. Collect requirements is done with help of Stakeholders.

For PMI, at every nuke and
For PMI, at every nuke and corner activity Stakeholders' involvement is paramount.
But while palnning Scope Baseline, WBS & Work packages are formed and Project team involvement becomes necessary to have ownership over work packages.
Hence the answer is Project Team
