Risk Management - is this example of Avoid risk or Mitigate Risk

This is from Andy Crowe - it states that " if you were concerned about risk of weather damage to a construction project, you might choose to construct building outside of the rainy season"  as an exmaple of mitigate risk.  

However the description it says " Mitigating a risk simply means to make it less" 

I feel the risk is avoided here and not mitigated.  If anyone has a different view, please help me understand.

In my understanding this is 'avoiding' the risk as you are avoiding the construction in the rainy season.
