Regarding reapplying expired Project Management Professional (PMP)® Credential examination

I have failed my PMP exam in the first attempt and also my eligibility period of 1 year is over now. From PMP hand book it is not clear whether I can reapply now or wait for one year .
 
What about contact hours ? Can i use previous one ?

Ideally if you attempt 3 times within the eligibility period and do not pass the exam, you have to wait for an year from the day you failed the third time and then start from zero again. Since you have only appeared once and your eligibility period has expired, it’s a different case for you. To my knowledge, you cannot show any PDU or contact hours again to PMI if you have already shown them earlier for anything.

Write email to PMI (customercare@pmi.org) for an appeal to give you more time to appear since you could not try all 3 attempts. Of course you will have to pay the membership fee and exam fee again. They may consider your case or direct you the right process. If they do not agree, write again to them to consider your case differently (certappeals@pmi.org) and tell them why you could not appear again.
