As per PMBOK:

Work authorization: A permission and direction, typically written, to begin work on a specific schedule activity or work package or control account. It is a method for sanctioning project work to ensure that the work is done by the identified organisation at the right time and in proper sequence

So how does this ensure that the work tasks are duplicated when this is only an aathtorization?

here are my explainations:


1) Yes PC can have pre-assigned resources as part of team (like A person who has expert domain knowledge  or A person who is an expert in risk management or an expert in Security) . These resources can come pre-assigned. PC does also have have high level cost/budget, milestone infromation. No project would start without some kind of constraints like budget and schedule. No company will give free hand to PM.


2) A work authorization system is used to ensure that work is completed at the proper time and the proper sequence. A
work authorization system helps ensure that work is neither duplicated nor neglected.
