Task I is 20% complete, because base on 80/20 rules, A task is 20% complete when it begins.

But how come Task II is 20% also?
"finish 40 hrs of work and remaining on a 80 hr work package"

It means total 120 hrs work, and 1/3 (33.33%) work done.
