dude, another confusing question? hehe! sam_jain and KK, since your answer is A - meet with the program manager, then let us validate.
Sspawar, observe how i understand and investigate the question.
1: Though there is a little confusing scenario in the question, but it could be more beleived that the project manager referred to the question is IN FACT A PROJECTS MANAGER (or sometimes called as Project Director, or Senior Projects Manager), where he handles many projects, each project has a project manager reporting to him.
2: So with item 1 above, here is the scenario. Let us paraphrase the question like this. "If you are a senior projects manager or a project director handling many important projects, and you discovered that one project is within schedule while another one is behind schedule, what will you do then?
Now dudes, what will be your answer? Obviously, the correct choice must be C - Meet with the other project manager (understood to be the project manager of that project that is behind) then confirm or validate the issue why late; before anything else.
In fact, all of the choices could be correct, but there must be the BEST to DO FIRST, before anything else and this must be the correct choice.
So, in my professional judgment he he, you sam and KK are wrong with your choice A. :-)
This question is a good question. Yes, i would say, this is quite tricky and can be considered as a tough question.

Difference of opinion..
This is a program management senerio where in Program Manager is responsible to manage the group of related projects where in provide co-ordination , support and guidance. Hence if there is any conflict happens between 2 projects , I think Program Manager should be the one who should handle this matter.

Notice the statements
Notice the statements "looking back on your project" and the proceeding statement saying "..... Deliverable from the other project..." these statements just tell us an idea that - that other project belong to another proj manager, yet under "your" management as well. Otherwise, how can u have access to such detail of another project if you are not with it? In same way, how can it be called "another project" if it is your own project, unless it suggests an idea that another manager is handling that project who is under your supervision.
Moreover, that manager of the other project is in fact that manager who reported about that project on Schedule, though you noticed that deliverables are submitted late, meaning that project manager is not telling the truth. So whether or not that manager is under ur supervision, what are u going to do? Report immediately to ur program manager or talk first to that proj manager? See?
If we will not interpret the question like this, then the question must be wrongly worded. Though i believe the question is correct and my understanding is this.

above sentence is from question, what its meaning.
though answer may be analysed in my way like this
As per PMBOK who will be the boss of A Project Mgr, when there is a program manger and there is no middle managers.
hence option A and C are clashing to each other, and could not be answer.
option B definately not be an answer.
Option D - meet to other PM , is last remained option.
there are many criterias or scenarios that the meeting with second pro Mgr could not be a better idea.
any way this all are the guess.
but such question should be eliminated , which have no defined and definite criteria to have a correct answer.

Ans is D
There is no other instance where another project Manager has reported conflicting reports. To Clarify the situation we shold meet another project manager. However if the situation happens again Program manager must be involved

Another Thought..,,,
If the mistake is done by Team member then PM should talk to team member first before any kind of esclations however this is about the other project . Possible that as a PM of one project , you might not have direct contact or communication with another project PM or might be its not possible in a given organisation. However , you can safely direct the problem to Program Manager and he / she can reach out to the respective PM in dafult.
