 A procurement contract will include terms and conditions, and may incorporate other items that the buyer specifies to establish what the seller is to perform or provide. In this context  who is responsible to make certain that all procurements meet the specific needs of the project while adhering to organizational procurement policies

For project mangement team also, the project manager is responsibile.

So the answer should be project manager.

Project Manager in the one who sits with the Procurment Manager in clarifying the scope and making understand the bidders in regard to the project.deliverables.  Therefore the answer should be Project Manager

Answer is A.

The procurement dept. looks after all legal and policies related affairs when it comes to procurement contracts. The project manager needs to know about these policies but the penultimate responsibility is shouldered by procurement manager.

In my opinion

A -- certainly not be the answer. procurement manager , is made up /nonpmbok term. Also it is not necessary, all projects should have seperate procurement cell/ office. It may also be possible that one PM can be served by many Procurement Administrators.

B -- here question is asking about - who is responsible to make certain that all procurements meet the specific needs of the project while adhering to organizational procurement policies.

here accountability will be of PM but responsibility will be of whole PR MGT Team--- all procurements means all contracts, it involves - all project requirements, scope, planning, execution, monitoring and closing all. It is not like to be dealt award of a contract or a purchase an item, or making a payment.

C - as above  stated in B

D - Project team members other than proj Magt team, are only responsible for their specific work.

This is talking about the project scope, which is managed and provided to procurement manager by project manager, looking at the main context of this question "In this context  who is responsible to make certain that all procurements meet the specific needs of the project while adhering to organizational procurement policies"  Tricky thing what is being asked.
