The audit which takes places in Admnister proc is to review the performance of the seller. It is to see whether everything being done is according to the contract.
Whereas the proc audit which takes place in close proc is to see at what went wrong and right. It is kind of gathering lessons learnt.
one thing more PMBOK says PROCUREMENT AUDIT originate (start) in plan procurement process and run through administer procurement and is a tool of close procurement.
i understand it remains in all 3 processes but purposely it is tool of close procurement.
purposely difference between PA (tool of close procure) and "Inspection & Audit" (tool of administer proc --purely) is already defined well by AP
