I need some help with some exam questions. Basically I dont understand for the following questions the correct answer and why it is correct. Can someone help me please?

I dont understand why 1 is the correct answer

1) It is the responsibility of the procurement office (controlled by the organization) to deal with the procurements. If no procurement office member is currently free to be assisnged to your project, the organization should pay for any training required for team members to substitute the role of procurement office. The project does not have to pay because of staff un-unavailability of procurement office.

2) Answer 1 talks about the activities that must be performed in order to achieve the deliverables which is the second step of defining scope. First step is to identify the deliverables and dividing them into manageable components i.e. creating WBS and WBS dictionary which is answer 3. So even though both 1 and 3 are the right anwers, Answer 3 is better suitable than 1.

3) To close a contract, you need to make sure that all the activities have been performed, payments have been made and lessons learned have been documented. This is a part of procurement Audit. Contract document can occur at any stage of the project, not necessarily at the end so is not the best choice.

4) If the project has to be divided in multiple phases, each phase is considered a separate project in itself and should have a charter.
