Standard : Example ISO is a Standard. Standardization brings in consistency across the organization and is mirror of maturity of the organzation. So applying PMBOK to all your projects if it brings consistency then, yes PMBOK is a Standard.
Framework: A framework is a support structure (even as in a Photo frame). Framework is used as in Software program Framework, Legal Framework ..etc. So does PMBOK work as a framework? Well, for me yes, it is in form of 9 KA and 5 PA matrix.
PMBOK itself accept at every page including its heading face page, that it is guide.
IN chapter 1 2nd para , it clears what part is guide and what part is standard.
And at various places it writes (as mentioned by Mr. Anand), it is a guide and standard and one place it indicates that it is a Framework too.(as specified by mr, Anand)
What is pointed out By mr Ali and replied over by Anand is also remarkable.
Hence I think there may be a consensus over option 4.

Standard means best practices. They are neither legally binding nor you are forced to adopt them. It simply means that based on experiences from all over the world, a standard has been made which if you apply in your situation, will bring favourable results. But it doesn't mean there is 100% guarantee about it. This is what is also written on page "Notice" of PMBOK which is the first page after information about trademarks and logos.
Methodology means doing something step by step. This is what Prince2 essesntially about i.e. it lists down steps to perform to do project management unlike PMP. Although you may see that PMP has also got steps but essenntially they are not and neither they are performed in particular order in strict sense.
Framework means a base on which you can build something. That's why you will see that based on Scrum framework there are numerous certifications being offered. One of them is offered by PMI which is called PMI-ACP (Agile Certified Practitioner). And then there are some others too such as Scrum Alliance and Scrum Council.
