Ans is C.

Please provide clarification . I am thinking that option B is correct.

You are correct. The correct answer is B

 

The Plan procurement process involves determining wheather to acquire outside support, if so how to aquire it, how much is needed and when to aquire it. PMBOK Page No 317

In my opinion, sometimes the mock up exam gives wrong answers and need to be bit careful.
