Well, it makes complete sense that quality control measurements is an input to quality assurance process. The reason being, quality assurance is trying to find out if there are any issues with current process / procedures being followed (In addition, this process also looks for improvements to processes and it checks whether we are following the process correctly). So quality control measurements will tell if something is wrong and whether we can attribute the problem to the process. Makes sense ?
