Perform Integrated Change Control

1. You are beginning a new project. When should you use the Perform Integrated Change Control process?
Throughout the entire project
Only when closing out the project
Only after the project is completely funded
Only after the project scope is clearly defined
 
 
The ans given is  Throughout the entire project.
 
I read somewhere that , if the work is baselined then only we need to go change control board for changes  .But this questions states that beginning of new project , so I thought ans would be "Only after the project scope is clearly defined"
 
Please expalin why Throughout the entire project.

Integrated change control will be performed throughout the project lifecycle whenever there is a change in project's triple constraint. It can happen at start or towards the end of the project. Scope, Schedule, Quality, cost anything can change either positively or negatively.
