Pareto chart - impact & cause question

Which corrective action be most effective , while using paretos rule in particular with respect to impact & Cause of the problems.
Answers :  
A) 75/25
B)80/20
C)85/15
D)90/10

 

Answer given as 90/10. Please provide clarification

 I think it is a common sense question, rather any KA  / pmbok /technical question.

effective ness can be measured from higher to lower like below

10 % cause can have 90% impact-----most effective

25% cause can have 75% impact ----- least effective.
