Project Manager is concerned about his influence and authority hence B is most possible answer.

Isnt authority vested on a PM as per the org structure?


 


I say so because if the org structure is Matrix or functional, the charter can NOT give the PM authority levels ala Projectized or which goes against the basic org make-up.
