Q-What does this diagram tell you?
o The project can probably not be finished as scheduled.
o You may be able to finish the project early by reassigning work.

As per pmbok these bars
As per pmbok these bars shows the need of working hours on that particular day or week.
100% dash line is showing ---- available resources hours against scheduled work hours------
The shceduled work on some days is more than what resource is available.(color filled slots above 100% line)
so first scenario you can say - it is option 1.
but on some days/ week - resources are more than what is required (blank slots below 100% line)
hence
reassigning the work may be an possible option (option 2)
let see , is it possible or not,
now count vertical slots
Above 100% line --- color filled slots - that is resources needed ---- 10.50slots
Below 100% line ---blank slots - work not scheduled here but resources are avalable and thus work can be assigned here ----- 7.25 slots
so 10.50 -7.25 = 3.25 slots.
Means after reassigning -- resources for 3.25 units time job is still getting short.
Hence let us choose - Option 1.
----
I don't like to discuss on option 3 and 4 - these are quite irrelevant.

Oliver lehmann Q-59
In simple terms, you are plannning alocation for more than available working time. So there is a fair chance that project will not be completed. Even if reassignment is possible, it should be in the plan, rather than as a reactive action.
