My answer is D
Well, first thing is that when we rate a proposal ? well in "initiating process group".
Now when do u evaluate ? we evaluate in monitoring and control. Hence option B is eliminated.
This cannot be constraint since being a PMP certified PM doesn't gurantee the success of project. Hence option A is eliminated.
This cann't be assumption. You can't assume that all PMs are PMPs. Hence option C is eliminated.
Remaining is option D.
Plz correct me if i m wrong.

Proposal will be selected
Proposal will be selected based on source selection criteria (such as weighing, etc) during conduct procurement.
So, I go with option B.
