Estimate Cost Process has a Tool (Vendor Bid Analysis), This is nothing but getting quotes from the Potential Vendor and include that in the cost.

The Question i have is, We shoud have an Input to get this informatioin from Procurement Knowledge area but there are no input from procuement for Estimate Cost process and we have a tool which might need this information.

On the contrary same information is requried in Define budget and this has an input of contract from Procurement knowledge area. 

Can any body pit some thought on How we will have a Tool and Techniques ( vendor bid analysis) without input from Procurement knowledge area?
