Given the situation of the question, the context is about unethical behavior. Situation like this, the best and first thing to do is to report it to your manager. so the answer must be C - Contact your manager.
The question was just made tricky e.g. the CPI value, that would make your tinking deviated from the real issue which is about ETHICS.
This question is good.

I guess Option C & D have direct meanings. Implications are needed only for A & B.
Option A - Account the unethical payment into a largest cost center so that tracking the issue becomes more complex. This is very worse and ALL Govt., organizations' poilcies will have ZERO tolerance on this.
Option B "escrow account" - Literal meaning is a third party / agent account.
As mentioned by projmanpro, this is a clear question on ETHICAL BEHAVIOUR.
One has to blow his / her whistle on seeing an unethical practice.
So the correct answer should be OPTION C.
