Responsibility and sign off for documents

 Friends,

            We come across so many formal documents in Project management like (Project charter,scope statement ,WBS  etc). Since there might be questions like who is responsible for creation,who is responsible for sign off, it would be nice if some body could share a matrix on who will be responsible for creation and who will be responsible for sign off ( if applicable) on  the below listed documents :

1. Project charter

2. Scope statement

3. WBS

4. Scope baseline

5. Project management plan

6. Lessons learnt

 

Also please feel free to add more to this list so that it would be one stop shop for folks preparing for PMP.

 

Secondly I was reading the Human resorce in Rita Mulchahy ,where it is mentioned that the ground rules are enforced by the team. I was under the impression that project manager enforces ground rules and the team will be the one to follow it. Can some one please throw some light on this too.

Ground Rules are defined by the PM for the particular project and the team has to follow them. Ground Rules are project specific.

        I don't think it can be project specific as it is a process related and in very project,PM enforces the ground rules. The only reason I got confused is because of the way RIta has mentioned.

Note that the PM enforces ground rules and holds the team or other stakeholders accountable for adherence. Generally;


1. Project charter (Created by PM, Issued by the Sponsor, serves as an authoritive document for PM)


2. Scope statement (Creation - Responsible parties could vary and could include but not limited to team, expert/SME's, client people, PM. PM administrates this process/document)


3. WBS (Input required from the team and other relevant stakeholders (Note that this is a comms tool as well as a scope tool, equally). PM held accountable for achieving results of WBS through output of this process, i.e scope statement, wbs, wbs dic forms the scope baseline)


4. Scope baseline (Project Manager creates based on WBS, WBS Dic and scope statement as this is the projects and his perf metric, it is eventually approved by the sponsor via the proj mngt plan)


5. Project management plan (Created by PM (with input from stakeholders), approved by sponsor,mngt,team, etc)


6. Lessons learnt (This is created by the team and client people, essentially all those who have been involved directly and in some cases indirectly)
