If the cost per person per week is m, then planned value for 2 persons at 2 weeks would be 2 x 2 x m = 4m
The PM has employed only one person for 2 weeks, So AC = 2m
That person has managed to complete 75% work, So EV = 0.75 x 4m = 3m
CPI = EV/AC= 3m/2m = 1.5

The impact on the project by the risks is AFTER the risks have already occured. Contingency reserves are money or time reserves set aside in case the need arises. That should be the expected value of the risk.
