Project managers can mature by delivering projects of higher and higher value.
You start with small project of 100KUSD, and mature into delivering projects or revenue of 100 million or above
Maturity can be measured by number of people in the PM organization, or revenue delivered or number of stakeholders the person is capable of managing.
Program managers typically have to manage huge number of stakeholders which are internal and external to the program. Project manager can graduate into Program manager after 5 to 10 years of practice.
