Definetaly it's informed when the project manager is hired after the project is selected.buit after that he is accountable for the project success and failure.
So this question should stated that project manager is hire before the project is selected or just after that.sometimes project manager can take part (role) in the project selection process, so that answers depends on the condition (scenario).
