PMZilla Book Question

I have been working on some of the PMZilla Book questions and come across this question that i am having a hard time understanding. Must be missing something here, help pls.

Q25: In a Matrix organization, which of the following is least likely to be done by the Project manager.

Answer: Performance appraisal of Project Team

Confusion: My thinking is with a Functional Organization the PM requirement to be able to provide Performance reviews is one of the only tools he has available to motivate his team. Why would this be different in a Matrix

and on a personal note, i have found these question better, more challenging than Ritas Book, Kim 175 Questions and Oliver's. Sure to have more questions to follow,

Thanks

Yes these type of questions are bit tricky, So remember when you are looking for correct answer it DOES NOT mean Ideal situation answer, IT MEANS best course of action among 4 provided choices.

So based on my argument, in the question that have mentioned in your post the answer is the BEST possible answer among 4 choices provided.

Right, I agree with Sanskrit.

You have posted only the right answer what PM Zilla has provided. It would be more appropriate for anyone this forum to provide right answer with justification if all four options are provided.

In any Matrix organization the project manager wouldn't have responsibility of performance appriasals and it is with the gunctional manager / senior managers.

You see in same context, there is another question asked, and that is, " Will it be easy process for team building in matrix organization", the answer is no and again the reason being the resource is reporting to functional manager and he would be his people manager. This person has authority and control on them rather than project manager.
