Change requests-during closure

Would like to understand how a PM should react when a change request comes from a customer / stakeholder at the following stages in the project:
1. During Closing phase
2. After administrative closure and before project closure

The steps remain the same
The steps remain the same depends upon what the change is , so if you can do the change within the timeline and schedule you should do the analysis first and come up with impact to cost , schedule and quality.
Since its during the closure phases it may not be feasible to implement the changes now, In that case you should give a timeline to the customer on how would you approach it, whether it will be during the next phase of the project or it will be a new project all together. Always give as detailed information on changes as you can and avoid any conflicts. If you can do the change then before the closure you must accomodate it.

I do agree but I feel the impact on quality may not be required to be estimated at this point in time. However, the impact on cost and schedule has to be looked at immediately.
I feel the first reaction for the PM would be to analyze the impact on the project as it is at the closing stage. Also, since this change request has come from the customer, it would require the analysis to be done well in detail and presented in a proper format to the customer so that the customer can understand the depth of the impacts before proceeding to any decision.
